When there is a comparison using the words "like" or "as"
then you have a simile. In this case, the man is being compared to the cloud using the
word "as", so it is simile. But, there is a little more to this line because the cloud
is also being described as motionless - so this is imagery, but it looks like imagery is
not one of your choices. The man is standing still, just "as" a cloud that is not moving
in the sky would look. Since the word "motionless" is not necessarily only a human
quality, the cloud is not being personified. So, I am going with S for
simile.
